The Council is seeking suitably experienced and competent Contractors to tender for inclusion on a Framework Agreement for the provision of Accommodation and Support for Living a Good Life (Supported Living/Supported Housing) (the “Services”) across Powys. The Services will deliver high‑quality, person‑centred support and care for adults with disabilities, mental health needs, and complex care requirements. Providers must Be registered with the Care Inspectorate Wales (CIW) to undertake Domiciliary Care services or any future relevant service regulator in the Regional Powys Partnership Area. The Council is committed to improving opportunities for people by planning and commissioning services that work collaboratively with individuals to meet their needs effectively. The purpose of this procurement exercise is to establish a Framework Agreement with a number of service providers to deliver safe, reliable, and high‑quality support services that meet the minimum standards set out in the Service Specification. The Framework Agreement will run for a period of 5 years, with the option to extend for up to a further 3 years, at the sole discretion of the Council. The current provision consists of 14 contracts, many of which are due to expire between April 2027 and October 2028, with a current estimated annual contract value of £18,028,659.29. Suitably experienced and capable providers are invited to complete this ITT to determine their eligibility to deliver services under the newly developed, outcome‑focused Service Specification. All qualifying providers will be appointed to the Framework and may be invited to participate in mini‑competitions or may be eligible for direct awards throughout the duration of the Framework. This procurement is being conducted under the Light Touch Regime (LTR). The Council reserves the right, at its sole discretion, to refresh or reopen the Framework Agreement at any time if required.
